Many parents and caregivers are wondering: is it law to have baby changing facilities in Illinois buildings and bathrooms. The short answer is yes, as Illinois, and all of its cities and counties, are governed by the same statewide law that was passed in August 2019.

The Equitable Restroom-Baby Change law HB-3711 stipulates that baby changing stations must be available in every building. This means that diaper changing stations can be found in both women’s and men’s rooms in every building in Illinois. It does not mean, however, that baby changing stations will be found in every women’s and men’s room, as the law only requires that one diaper changing station be available to both men and women on each floor.

Federal Baby Changing Laws Applicable in Illinois

- All medium and large “hub” airports need to have a lactation room in every terminal as required by the S.1110 - Friendly Airports for Mothers Act of 2017 law.

- The Bathroom Accessible In Every Situation Act (BABIES Act) provides that federal buildings are required to have a baby changing station in women’s and men’s bathrooms.

Does the ADA require baby changing stations in Illinois?
